* Root Cause:
Master explained to us that the fruits and vegetables are the ones that depletes early because these are being consumed first while they’re still fresh but they still have enough provisions onboard like rice, fish meat and other canned goods. Master explained also that he has not received info from the Chief Cook that the ROB of fruits and vegetables are no longer sufficient for the next voyage. The Chief Cook also did not prepare the inventory list to explain the remaining and required additional provisions, Master could have considered ordering additional fruits and vegetables while the ship is in the port Trieste, Italy. It is also presumed that ordering of fresh fruits and vegetables had been overlooked because they already planned to top-up the food provisions at next port, Turkey where navigation will take less than 1 week, or, Master may have decided not to order additional fresh fruits and vegetables considering cheaper cost of provisioning at next port.
The Food and Catering Regulation of Panama are stipulated in Chapter II Art. 155~160 of Executive Decree No.186. Accordingly, it was stated under Art. 155 that “All vessels must provide Seafarers while onboard or during their employment period and free of charge, drinking water and food of suitable quality, variety, nutritional value and quantity, that adequately cover Seafarers’ needs and take into consideration the different cultural and religious backgrounds, as well as the length and nature of the voyage”.
Although other food provisions are still sufficient for the voyage according to Master, the lacking of fresh fruits and vegetables eventually violates the suitability in “variety” and “nutritional value”, therefore the deficiency raised by the inspector is legitimate.
* Correction:
Master immediately instructed the Chief Cook to prepare the inventory list of provision with the required number of fruits and vegetables to be ordered. Then, notified the local ship’s chandler at Trieste, Italy to supply fresh vegetables and fruits including other items found lacking. The fresh vegetables and fruits were supplied to the ship before sailing so the deficiency was internally rectified.
