Master explained that when the PSCO checked the folder of trading certificates inside his office, only the Deck officer was around and Master was temporarily out. When he returns to his office, the PSCO already concluded the deficiency that the VDR CoC was not available onboard because it was missing from the certificate folder.

Master tried to look for the certificate in question but unable to find the hard copy from other certificate folders. Thinking that it could have been issued as an electronic certificate, he tried to look for the digital copy from the records of old e-mails and found that the VDR CoC was sent to the vessel as “electronic copy” way back May 2022, received by the previous Master. Master immediately printed out the e-VDR CoC and filed the hard copy into the certificate folder, then updated the certificate ledger Form and showed it to the inspector. But the deficiency had already been written down so the inspector just put Action Taken 10 indicating that the deficiency had been rectified while the inspection was still ongoing.
